July Stats Show Year-Over-Year Increase in Unemployment for Americans with Disabilities

WASHINGTON, Aug. 5, 2011 /PRNewswire-USNewswire/ -- While the unemployment rate for Americans without disabilities dipped slightly in July, the American Association of People with Disabilities (AAPD) decried the disproportionately high unemployment rate for people with disabilities and its increase since July 2010.

"A 16.8 percent unemployment rate is unacceptable," says Mark Perriello, President and CEO of the nation's largest cross-disability advocacy organization. "This is a significant increase from July 2010, when we were at 16.4%. This needs to change."

WASHINGTON (Reuters) - Vice President Joe Biden will travel to China later this month to help strengthen U.S. ties with Beijing in a trip that will also include stops in Japan and Mongolia, the White House said Thursday.

"He will visit China at the invitation of Vice President Xi Jinping -- the first of the planned reciprocal visits between the vice presidents announced during President Hu Jintao's state visit to Washington earlier this year," Biden's office said in a statement.

Biden will meet with Xi, Hu, and Chinese Premier Wen Jiabao during the trip and discuss "a broad range of bilateral, regional, and global issues," it said. The trip comes shortly after Washington agreed a deal to raise its debt ceiling and reduce spending, a debate that drew concern from Beijing, which is the largest foreign holder of U.S. debt.

In Mongolia, Biden will highlight U.S. support for the country's "democratic development" and in Japan he will express Washington's support for the country as it continues to recover from a devastating earthquake and tsunami that sparked a nuclear crisis.

Biden will leave for the roughly 10-day trip on August 16.

It seems like such a simple problem to solve: Why can't homeowners onthe brink of foreclosure get a straight answer from their lender aboutwhether they can work out a plan to keep their house?

Sure enough,the various prosecutors, regulators, and lawmakers who have tried totackle the mortgage-servicing industry over the last year have embraced afairly simple solution in concept. They all want to require servicersto give borrowers a single point of contact for discussing their loans.

And yet, even that basic reform is proving difficult to carry out.

Howto define the single-point-of-contact requirement and who it applies toremains a point of contention. Bankers are splitting hairs over whethera single person or a call center should suffice, and community banksdon't even want to agree to that. The difficulty is indicative ofofficials' struggles to respond to the paperwork scandal that firstrocked the servicing industry nearly a year ago.

MINNEAPOLIS (AP) NHL enforcer Derek Boogaard had been out of drug rehab for just one day before his younger brother gave him an unprescribed narcotic pain pill at the start of an evening of night-clubbing, drug-taking and heavy drinking that resulted in his death, prosecutors alleged Friday.

A complaint filed in Hennepin County District Court said Aaron Boogaard, 24, told police he gave his brother a single oxycodone the night before he found Derek Boogaard dead in their Minneapolis apartment May 13. Derek Boogaard, 28, died of what authorities ruled was a toxic mix of alcohol and drugs.

The younger Boogaard was charged Friday with unlawful distribution of a controlled substance, a felony that also applies when narcotics are given away for free. He was also charged with interfering with the scene of a death for allegedly flushing the rest of his brother's drug stash a mix of oxycodone and related drugs down the toilet before police arrived, the complaint alleged.

The unmanned satellite observatory is set to propel into space aboard a 197-foot (60-meter) tall rocket, blasting off from the Cape Canaveral Air Force Station in Florida at 11:34 am (1534 GMT).

These days, there are countless ways to share photos and videos online. And everybody seems to be doing it. In fact, earlier this week, popular image-sharing social network Instagramthat users had uploaded more than 150 million photos to its servers, which equals to about 900 new pictures every minute.

Because of this craze, the number of photo-sharing apps has exploded, making it difficult to separate the wheat from the chaff. But yesterday, a new app hit the market that offers something new.

Dubbed , this new mobile app doesnt only share photos or videos, instead, it creates a whole new type of media that combines both. The idea is similar to the discontinued Twitter video sharing service 12Seconds, which shut down last year but really, its not like anything weve ever seen before.

Heres the basics of what GLMPS does: When you take a picture with your smartphone through the app, GLMPS captures a photo as well as a short, 5-second video clip of what took place just before the picture was taken.

When viewing the GLMPS file, the video plays first, and is then shrunken down and superimposed as a thumbnail over the photo. The video then plays on repeat, much like a GIF file. (When the video plays large, there is sound, but not when it is small.)

Ian Somerhalder testified before Congress Thursday for wildlife conversation. The Vampire Diaries actor, 32, is head of the Ian Somerhalder Foundation, which aims to empower, educate and collaborate with people to help them positively impact the planet and its creatures.

ROUSEAU, Dominica (AP) Police on the Caribbean island of Dominica have arrested three suspects in an attack that killed an Irish visitor and wounded a U.S. couple who own a hotel on the island.

A police statement Thursday says the suspects are being questioned by detectives about the Sunday attack in the northeastern town of Marigot.

Police say three masked men brandishing a machete, a hatchet and a plank of wood demanded money from the U.S. couple outside their Pagua Bay House hotel and restaurant in Marigot.

Irish national Joseph Costello was attacked when he rushed from his hotel room to help. He was pronounced dead at the scene.

Americans Rich and Alicia Davison were treated at a local hospital. They have lived in Dominica for years.

THE TOP SPOTS: Apple Inc. and Samsung Electronics Co. zoomed to the top of the list of global smartphone makers in the second quarter, according to IDC. It jumped past Nokia Corp. and BlackBerry maker Research In Motion Ltd.STILL NOT A RECORD: Apple sold 20.3 million iPhones in the second quarter. Although it took the top spot from Nokia, Apple has yet to top Nokia's high-water mark of 28.1 million phones in a quarter. LITTLE ROCK, Ark. (AP) Nine Arkansas colleges and universities will focus on changing remediation programs and other efforts through a $1 million grant aimed at increasing the state's college graduation rate, Gov. Mike Beebe and higher education officials announced Tuesday.

The state received the grant through Complete College America's Completion Innovation Challenge. The grant is financed by the Bill and Melinda Gates Foundation.

Beebe said the money will help the state address it lagging numbers in college completion rates. The state Department of Higher Education said in a report last year that less than 40 percent of students who enroll in Arkansas public universities obtain a degree within six years

"This is the area that's being concentrated on because this is the one area we haven't been able to beat out chest about yet," Beebe said at a Capitol news conference to announce the grant.

Arkansas was one of ten states awarded grants through the program. The state will have 18 months to implement initiatives to enhance student success and close attainment gaps for traditionally underrepresented populations. Thirty-three states competed for the grants.

Gatherings are scheduled for extreme sports fans, bikers, aircraft enthusiasts, and music aficionados including jazz, rock and folk, stretching from Edmonton in Canada to Newport, Rhode Island.
